The Chinese Communist Party Central Committee’s 6th Plenum (November 8-11) nailed down on paper what has been evident for some time: economic growth is no longer a priority for Beijing. The leadership no longer sees strong GDP growth as an end in itself, but through the prism of other policy objectives.
